Police confrontations with all citizens (including minority citizens) could stop deadly encounters if all non-violent/ non-gross misdemeanors would be handled by citations (as parking tickets, jaywalking, and traffic infractions are currently handled). You don't handcuff someone for a citation unless they refuse to sign the citation. This would de-escalate these interactions.
Eliminate the federal home mortgage interest deduction in states that don't provide a property tax exemption for a ownership of a basic homestead. Having to pay property tax on one's home means no relief from taxes even when unemployed, sick, or aged. It means renting the right to own your home. Taxation of luxury or business assets might make sense for some states, but the US government should create an incentive for states not to tax basic living.
More emphatically than spouses not having to testify against one another -- and more emphatically than an individual not having to testify against him/herself [5th amend't]-- PARENTS SHOULD NOT BE FORCED TO TESTIFY AGAINST THEIR CHILDREN (or vice versa); and legislation should be passed to that effect! I imagine that, between the two, many people would feel considerably more violated testifying against their child than against themselves.
Fight back against the private probation industry that sucks money out of low income communities by charging astronomical interest and fees to people who cannot pay small fines and court costs. Set up local bail/fine funds similar to credit unions or free loan societies. Charge a small initial "member ship investment" and a small processing fee for interest free loans with a reasonable payback time.
