Have a Big Idea?

Any student that qualifies to be in the top ten percent of an agreed upon national entrance exam, such as the SATs, gets a free education to any university they are accepted. The money for this can be raised from a tax that only applies to people and corporations making more than $10 million a year. If this country gave you such great opportunities, shouldn't you be expected to help the next generation achieve those same opportunities? These kids will have earned the right to a fair chance.

This sounds like a good idea. I just wonder how something like this would be implemented. What would be done to help improve the public grade schools in area where the schools underperform? The kids in areas with bad schools would mostly be behind. I think we have to improve the school system overall as we do something like this.
