The passage of the law would:
Tax businesses that produce dirty energy for sale at 90%, until the first full year they have completely transferred to only producing and selling solar energy,
Home & business owners not using solar energy (and only solar energy, all other so call green energies <like wind, wave> they use prevents them from having the tax removed) are taxed at a rate large enough that the combined non-solar energy sources using home and business owners, of the city, can complete pay for the negative affects, on their city, of using the other non-solar energy sources. Which would encourage conservation when using energy, even with the time it would take for them to become a home and business building owners that use only solar energy.
Classify Solar Energy as The Favorite Energy Status, for The USA.
Most importantly create a Federal governmental agency that: regulates all the passage of the law requires & the feredal, the states & the cities so that they are following the law and using the money correctly. If they are not huge fines, that put into the money for the law's requirements to be paid for. Requires all of the federal government representatives (not just The HORs) to vote to on to fund every the law is setup to do & public voters to approve of all of their representatives' votes and continue to fund and the funding cannot be used for anything else.
