Lobbyists and special interests are already the people who know how politics at that level works, and electeds have to learn the system to do their job effectively. Capping terms gives complete control to those lobbyists and special interest groups by forcing new politicians to rely on their advice to navigate the job effectively. But don't take my word for it, ask your progressive lobbyist friends.
