Take money out of campaigns with total public funding . Eligibility to be based on petitions from the area represented. In the case of the president, petitions from a minimum of 20 states, with the number of signatures inversely related to the number of states from which petitions are submitted. Funding to be proportional to the number of eligible voters in the represented area. Broadcast media required to provide time for candidate presentations & debates. Many details remain.
We need to publicly fund all elections. Integral to this is free media. We, The People own the airwaves yet media conglomerates make a fortune during ever-lengthening election cycles. We need to provide a certain amount of free media (both television and radio) time for candidates and require cable companies to do the same as part of their franchise agreements. Elections will cost much less once you remove airtime costs and will thus be manageable by public funding.
1. No television "ads" for candidates, only Information: Include ONLY photos of candidate doing something--speaking, kissing babies, etc; no movie stars, no mood music, no voice-overs. 2. Candidates get equal minutes of FREE tv time, no more can be bought. 3. Campaign period fixed and limited. 4. Federally financed: each candidate gets fixed amount, no private contributions allowed. 5. No other organizations (PACs, etc) can advertise on tv.
Eliminate campaign contributions altogether, by having government at each level fund campaigns. Candidates to qualify for such funding by submitting petitions with the three or four highest number of signatures getting the financing. Broadcast media being required to offer a set amount of their airtime to these qualified candidates at no charge, in return for being allowed to continue using the PUBLIC airwaves or telephone pole sites.
